COMPETITION REGULATIONS

1. ABOUT US
Since its establishment, the Güzel Ordu Culture and Art Foundation has been organizing competitions aimed at increasing individuals' awareness of social issues, encouraging courage, motivation, and creativity, recognizing achievements, promoting independent filmmaking, providing access to experiences and knowledge, and encouraging artistic excellence and creative freedom without censorship.

In the first year of our competitions, the main theme was "Black Sea"; in the second year, "Children's Rights"; in the third year, "Women's Rights"; in the fourth year, "Justice"; in the fifth year, "Wave"; in the sixth year, "Coast"; and in the seventh year, "Empathy."

3.THEME
The theme for the 2024 Güzel Ordu International Short Film Competition has been determined as "MIRACLE."

MIRACLE

Just like fairy tales that begin with "Once upon a time", miracles have always been a subject of curiosity for humankind.

There are two paths in life: one where everything is a miracle, and another where nothing is.

So, do you believe in miracles?

Come, tell us your story! Whether it is extraordinarily great and unusual or just a simple fact you have witnessed... And let this be your miracle.

4. APPLICATION CONDITIONS
The competition is open to countries that are members of the Black Sea Economic Cooperation Organization.

  • Applications from countries outside these will not be considered.

4.1 The competition is open to anyone interested in short films.
4.2 There is no age restriction for the competition.
4.3 Participation in the competition is free.
4.4 The language of the competition is Turkish. If the work includes languages other than Turkish, it must have Turkish translation version as well.
4.5 Applications must be submitted online through our website using the Filmfreeway platform.
4.6 There is no category limitation for films applying to the competition.
4.7 The duration of short films applying to the competition, including credits, should not exceed 21 minutes. For short documentary films, this duration is limited to 42 minutes. The Competition Executive Committee reserves the right to make exceptions within a 10% (ten percent) margin in necessary cases.
4.8 All films submitted to the competition will be kept in the Foundation's competition archive.
4.9 Films made after 01.01.2024 can participate in the competition.
4.10 The last application date for films to participate in the competition is 01.10.2024.
4.11 Films shot in any desired language and geography can apply to the competition, provided that they have Turkish and English subtitles.
4.12 Participants can apply to the competition with more than one film.
4.13 Participating in another festival, platform, or competition does not prevent participation in this competition.
4.14 The competition management/committee/team is not responsible for any copyright, legal, or financial issues participants may encounter. Therefore, the competition management cannot be held liable for any legal action.
4.15 The management/committee/team of the competition is obliged to share the finalist films on their visual and audio platforms.
4.16 The finalist works that pass the preselection are considered accepted by the participant for being included in the Güzel Ordu Culture and Art Foundation's events and screenings without any commercial purpose and with the director's name specified. These films are also considered accepted by the participant for being published on the Güzel Ordu Culture and Art Foundation's website, and social media pages without commercial intent.
4.17 The Güzel Ordu Culture and Art Foundation reserves the right to cancel or discontinue the competition at any stage before the announcement of the competition results, for any reason without explanation. If the competition is not held or is canceled, none of the works submitted to the Foundation by the participants can be used by the Foundation.
4.18 Films that do not adhere to the theme will not be considered for evaluation.

5. ORGANIZATION
The organization of the 8th Güzel Ordu International Short Film Festival is carried out by the Festival Executive Committee.

7. EVALUATION
7.1 The Preliminary Jury, Youth Jury, and Main Jury are determined by the Festival Executive Committee.
7.2 The Preliminary Jury presents at least 10 and at most 15 films in each category that meet the criteria and pass the evaluation to the Selection Committee. The Preliminary Jury evaluates and eliminates the entries in terms of compliance with the criteria, technical, aesthetic, creative, and category selections.
7.3 The Youth Jury watches the finalist films and selects the film they like.
7.4 The Main Jury determines the winners among the finalist films in each category, considering their artistic and creative qualities.
7.5 Jury decisions are final and binding. The decisions of the Selection Committee are announced in writing, signed, and sealed, and presented to the Festival Executive Committee on the date to be announced. Participants do not have the right to object to the results.
7.6 The finalist films are announced on the Foundation's website and social media accounts.
7.7 The Selection Committees are not obliged to award a prize if there are no entries deemed worthy of an award in any category.

8. FINALIST WORKS
8.1 The finalist works will be announced on October 14, 2024, on the website gofilmfest.org and through our website and social media accounts.
8.2 The documents listed below for the finalist works must be submitted in the specified manner by November 4, 2024.

Material List:
Online file transfer programs (WeTransfer, Google Drive, Drop Box, etc.) will be used for submission:

Screening copies of the work to be sent; must be in Full HD quality, with Turkish and English subtitles (Turkish subtitles in white, English subtitles in yellow); in .mov or .mp4 format. A screening copy without subtitles should also be sent. The format should be in Full HD quality, .mov or .mp4.
A 30-second trailer of the work must be submitted.
Two high-resolution images from the work (not behind-the-scenes images, but frames from the film) must be submitted.
A poster prepared in vertical format in 3D and a poster in A4 size must be submitted.
A picture of the director, in 500x500 resolution, to be used in the catalog, must be submitted.

Additionally, the following must be sent to the given address:

A signed printout of the online application form.

A signed printout of each page of the Güzel Ordu Culture and Art Foundation Short Film Competition regulations by the director and producer to show that they accept the management conditions of the Work Owners.

9. AWARDS
9.1 Among the works participating in the 8. Güzel Ordu İnternational Short Film Festival, awards will be given to the first, second, and third places determined by the National and International Jury.

National Competition Awards
For the directors of the selected works:

First Prize: 30,000 TL + Plaque
Second Prize: 20,000 TL + Plaque
Third Prize: 10,000 TL + Plaque
Youth Jury Ceren Özdemir Award: Plaque
Oğuzhan Tercan Special Award: Plaque

9.2 Special awards can be given upon special requests from institutions and organizations participating in the festival.
9.3 Upon the recommendation of the Jury, the Güzel Ordu Culture and Art Foundation may give special awards in addition to these awards.
9.4 The plaques are presented at the award ceremony to be held by the Güzel Ordu Culture and Art Foundation. The monetary awards are transferred to the winners' bank accounts within three months from the festival date.
9.5 The award is given to the director of the film. If the film has more than one director, the award amount is equally divided and paid to the number of directors.
9.6 If the director cannot be present at the award ceremony, the award is given to a representative previously designated in writing and notified to the Güzel Ordu Culture and Art Foundation by the director.
9.7 If the award winner passes away after winning the award, the award is given to the legal heirs of the deceased.
9.8 Owners of the finalist works are obliged to publish the statement that they have won the First/Second/Third/Jury Special/Honorable Mention Award or that they are finalists, along with the Güzel Ordu Short Film Festival Laurel logo, in the opening and closing credits of their films, in the press releases they publish, in newspaper advertisements, and in all promotional materials related to the film.
9.9 The Youth Jury Award / Youth Jury Award is given to the director of the selected film by the Youth Jury.

10. SPECIAL CONDITIONS
10.1 The signature on the competition application form must belong to the legal owner of the film.
10.2 The applicant guarantees the accuracy of all information to be specified in the application form. For this reason, the legal responsibility of any incorrect information belongs to the applicant.
10.3 The Foundation is obliged to use the Foundation logo and Official Sponsor logos prepared for the announcements and television broadcasts regarding the announcement of the competition and the results, along with the work.
10.4 Copyright and Screening Rights: The copyright of all works belongs to the owners, but the Foundation organizing the competition has the right to make non-commercial screenings by indicating the names of the work owners. The owners of the finalist works are obliged to participate in the award ceremony to be held on November 15-17, 2024, and to be present at the festival.
10.5 The transportation and accommodation of the directors of the finalist films will be provided by the festival executive committee.
10.6 The directors of the finalist films are obliged to comply with the program determined by the Festival Committee. In case of non-participation in these events, the Festival Committee reserves the right to disqualify the finalist work.
